En el presente ensayo se establece la relación existente entre la Constitución Política de 1991 y el Derecho Administrativo, comprendiendo la complementariedad que se da entre reglas y principios que, de forma armónica, participan en la definición del Estado Social de Derecho donde prima lo social, la dignidad humana, los derechos y las garantías ciudadanas.

To identify how digital media are being used by community-led initiatives of the Centro Region of Portugal, and to identify the requirements that a digital platform for mediation between agents in the territory should have, two focus groups were conducted, involving six small-sized community-led initiatives and six larger-sized community-led initiatives. This article details the results of these focus groups, according to the following main categories: use of existing communication and mediation tools; the purpose of use of digital tools; type of (...) experiences prompted by digital tools and attributes and features desired in a digital platform to support community-led initiatives. The results show differences between the use and needs of digital tools by small- and larger-sized initiatives and offer interesting insights to prototype an innovative digital solution, to enhance the actions of community-led initiatives. A reference framework for digital mediation strategies and a mobile app prototype were developed, based on these surveys. The article contributes with an analytical view about the development of digital solutions, which aim to strengthen the relationship among agents of local communities and promote mediation mechanisms among all stakeholders in territorial-based innovation. After a “very personal” introduction, and a reference to how accurate indeed is the use of the “new window” metaphor by Ulanowicz and about what “can be seen through it”, the article dwells into the evolution of our understanding about the most general sources—material and/or non-material—of change and transformation; in order to examine further the item about the ways through which “information” can be a source of change and transformation also in pre-biotic processes, where commonly it is not taken into (...) account. Thus, the article argues the convergence between Ulanowicz’s and the Author’s treatments of—non only biotic—networks of configuration of processes (a central theme in Ulanowicz’s book). Finally, the article pays attention to how Ulanowicz’s vision through his “new Third Window”, can indeed help us transcend the non desirable division of contemporary culture into two isolated compartments (science and technology versus the humanities and ethics), which has contributed not only to the globalization of communications, transactions, knowledge and so on, but also to the globalization of multiple crisis of different sort that need to be solved if we want “a better world to be possible”. We argue that it is fundamentally impossible to recover information about quantum superpositions when a quantum system has interacted with a sufficiently large number of degrees of freedom of the environment. This is due to the fact that gravity imposes fundamental limitations on how accurate measurements can be. This leads to the notion of undecidability: there is no way to tell, due to fundamental limitations, if a quantum system evolved unitarily or suffered wavefunction collapse. This in turn provides a solution (...) to the problem of outcomes in quantum measurement by providing a sharp criterion for defining when an event has taken place. We analyze in detail in examples two situations in which in principle one could recover information about quantum coherence: a) “revivals” of coherence in the interaction of a system with the measurement apparatus and the environment and b) the measurement of global observables of the system plus apparatus plus environment. We show in the examples that the fundamental limitations due to gravity and quantum mechanics in measurement prevent both revivals from occurring and the measurement of global observables. It can therefore be argued that the emerging picture provides a complete resolution to the measurement problem in quantum mechanics. (shrink)

Since the 1980s, there has been a significant increase in the number of studies concerning Andalusian rural settlements linked to irrigated agriculture, both related to large suburban green belts and to small hydraulic systems. In the vast areas where water is scarce, the settlement apparently would have been concentrated in cities and fortified towns, leaving without population most of the dry lands between them. However, thanks to the intensive survey of one of these regions, La Mancha’s Southeastern area, we are (...) recording a dense rural settlement corresponding to a pattern unknown until now. It consists basically of small villages in plain, devoid of community defense elements, which must have been inhabited by humble peasants, judging by the modesty of the architecture and domestic goods. Surely they make use of the scanty natural resources, which have traditionally oriented the economy of the region towards livestock and rainfed agriculture. In particular, the studied settlement would be related to the demand of wool for the export oriented textile production of the region, within the framework of the commercial expansion of that period. Apparently, most of those villages could have appeared in the eleventh century, disappearing in the middle of the thirteenth century because of the Christian conquest. Their existence would be associated with a general context of population growth that pushed the competition between urban elites and peasants pursuing the privileged agricultural areas, as well as the colonization of less favorable production areas. Digital competencies were part of online education and now when returning to the classroom what will happen or what we expect for the future in education. The objective is to analyze and describe the perspectives of the level of digital competence, the non-experimental descriptive quantitative methodology is used with 1987 university students. Resulting that the instrument adapted to the Peruvian version is adequate according to statistics such as Cronbach's Alpha. Concluding that the digital competences improved the academic quality and have (...) a good level. Society is waiting for the next step to know what is presented to us in education. (shrink)

Este estudio explora la formación en investigación educativa y su efecto en la productividad científica, a través de itinerarios y significados. Se entrevistaron y analizaron los relatos de 15 profesores de una facultad de educación en una universidad peruana en proceso de formación investigativa. Los hallazgos destacan diversas vías formativas con impacto directo en la producción científica, subrayando una inclinación por la colaboración en publicaciones y la relevancia de revistas científicas. We make a first attempt to axiomatically formulate the Montevideo interpretation of quantum mechanics. In this interpretation environmental decoherence is supplemented with loss of coherence due to the use of realistic clocks to measure time to solve the measurement problem. The resulting formulation is framed entirely in terms of quantum objects without having to invoke the existence of measurable classical quantities like the time in ordinary quantum mechanics. The formulation eliminates any privileged role to the measurement process giving an objective (...) definition of when an event occurs in a system. (shrink)

To practice environmental awareness is to leave a legacy for a better world and this will be achieved with the support of students and society, for this reason the main objective of this research is to describe and analyze the perspectives of environmental awareness in university students, for which the methodology of quantitative approach is used, correlational between its elements and predictive, in which 1324 university students who responded to a survey of 17 questions divided into four dimensions participated.

Based on the results obtained from primary education students—fifth and sixth graders—the aim of this work is to check the appropriate self-perceived behaviors during and at the end of the game. The study population was made up of 698 students from fifth and sixth grade in the Autonomous Region of Castilla–La Mancha (Spain). Data were collected through a questionnaire (scale) on the social skills of primary school students linked to the adequate skills when losing, the adequate skills when winning, and (...) the adequate skills during the game. Study results revealed that analyzed behaviors vary, depending on the moment of the game, being it more frequently during the development of the game than when losing or winning. (shrink)
